Profile
Multiple natural disasters, combined with chronic political difficulties,
have left Haiti with little national disaster preparedness
infrastructure. Storm damage has traditionally been
compounded by the high levels of poverty and environmental
degradation. In a country damaged by internal conflict,
disaster mitigation can be seen as a luxury that much
of the country cannot afford.
